Members: Your subscribtion to the list will be evaluated by the coordinators of this european campaign. By subscribing to this list, you commit yourself to the netiquette and the rules of good control ("Acceptable Use Policy") below: Language: To determine the language of an international list is always difficult. The language you use in this list is your own choice, but keep in mind that probably most of the subscribers will speak/understand English, some Spanish, German or French and others Greek or Flemish, etc. We would suggest to use English as probably it is the language that is best understood and spoken by the subscribers of this list. But if you feel your English is not good enough to express your meaning on some or all points, please do not hesitate and write in the language you wish. We will manage to understand ;o) Behavior: As said above the diffused messages have to be within the framework of the object of the list. The members of the list will take, as far as possible, care to avoid the redundancy of information. Legality, tolerance and cordiality are our basics. In other words, it is in particular forbidden:
Moderation: The inscriptions are moderated. The messages are it or not, according to the good behaviour of the whole of the subscribers. The moderators are only judges of the application of these criteria. The possible critics on the moderation will not be published. They have to be send personally to the moderators. About the form of your sendings For an accessibility of all with electronic communication and without discrimination:
About bulky/voluminous files Email messages should currently be kept under a maximum of 200kb (what is already high). Here is why explained with an example of a message of 500kb: In Europe, a modem V28Bis, allows a transfer to 28.800 bps (bits a second), this corresponds to 3,6 Kb/sec (28.800/8 = 3.600 bytes or bytes). By supposing that the slowing down through the telephone link is 25 % (in certain cases it can be much more), there remains a flow of 2,7 Kb/sec. This means thus for a mail of 500kb, 500/2.7 = 185 seconds = a little more than 3 minutes to download. And thus 15 minutes for 5 mails of 500k, 30 minutes for 10, etc. If you send messages to the countries of the South (and do not forget that on this list, and so many others, also people from the South are subscribed) the slowing down through the telephone network can be there perhaps 50%, as well as that the telephone line will disconnect 2 times in 1/2 an hour (= the remote loading will have to be started again). We can show you several testimonies from the South, where people feel excluded from the communication when the ones possessing high flow lines (ADSL, cable, etc.) do not pay attention to the low flows (modems, telephone lines of poor quality, etc). Ain't it necessary to think here of a "equitable" communication ? Also, do not forget, how uncredible this might sound ;o) there are still people who do not possess their own computer and do have to read their mails in a public place like a library, the school, etc. and take a webmail style hotmail or other yahoo. These message boxes are often limited to 2 Mb, and thus, 4 message of 500k is enough for the message box to refuse all other messages. Other do not read and empty their boxes every day and there happens the same: when it is filled, it refuses also all new message. These are then likely to miss by the important infos.
A good rule: Saving bytes!
